UAE expresses concern over Pavel Durov’s arrest by French authorities amid a wide-ranging investigation into serious allegations.

The United Arab Emirates (UAE) has expressed significant concern following the arrest of Pavel Durov, the founder and CEO of Telegram, by French authorities. Durov, an entrepreneur with multiple citizenships including Russia, France, the UAE, and St. Kitts and Nevis, was detained at Paris-Le Bourget Airport. This detention is part of an extensive ongoing judicial investigation.

In a statement, the UAE’s Ministry of Foreign Affairs revealed that it had requested the French government to urgently provide Durov with all necessary consular services. The ministry emphasized the UAE’s commitment to caring for its citizens and preserving their interests.

Legal Background

Durov’s detention is part of an investigation initiated on July 8, 2024. The inquiry covers a wide range of allegations including money laundering, drug trafficking, child pornography, refusal to cooperate with law enforcement, and violations related to the import and export of encryption tools. According to a press release from the Paris Tribunal dated August 26, 2024, this investigation is led by the “Section J3” of the Paris Judicial Court, specialized in cybercrime. The press release emphasized that Durov has not been formally charged at this stage and that his detention is part of the investigatory process.

The Paris Tribunal outlined that Durov’s arrest was conducted under a judicial warrant issued by the investigating judges. This process adheres to French legal procedures, ensuring Durov’s rights are respected while the investigation proceeds. Detention can be extended to a maximum of four days, during which legal authorities will decide on formal charges or release.
